sending portions - From H4487; properly something weighed out, that is, (generally) a division; specifically (of food) a ration; also a lot. H4487 - A primitive root; properly to weigh out; by implication to allot or constitute officially; also to enumerate or enroll.
Est 9:22 As the days wherein the Jews rested from their enemies, and the month which was turned unto them from sorrow to joy, and from mourning into a good day: that they should make them days of feasting and joy, and of sending portions one to another, and gifts to the poor.
gifts - H4979 - Feminine of H4976; a present; specifically (in a good sense) a sacrificial offering, (in a bad sense) a bribe. H4976 - From H5414; a present.
poor - H34 - From H14, in the sense of want (especially in feeling); destitute. H14 - A primitive root; to breathe after, that is (figuratively) to be acquiescent.
Israel was not yet considered back in the land or a nation again, the leaders in Persia? decided to make a national day of thanksgiving - notice this was not a Holy Day or Feast Day as dictated by the Lord.
